Born in Tunisia, Boccara grew up in Morocco. He completed his studies at the Ecole des Beaux Arts in Paris in 1968. He retuned to Morocco and established a practice in Marrakech in 1971.

He has designed and built a hotel, a hospital complex, shopping and housing developments. He mixes Arab traditional style incorporating green spaces and courtyards with a modern architecture appropriate to Morocco.
